Thank you for your request received on 12 March 2023 asking for information about Capita’s administration of the Low Emission Zone (LEZ) and Ultra-low Emission Zone (ULEZ).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we do hold the information you require. You asked:

•           Did a company called CAPITA (or any other company) receive a payment of approximately £250 million pounds to administer the first LEZ charge?
•           What payment did a company called CAPITA (or any other company) receive to administer the original ULEZ charge?
•           What payment will a company called CAPITA (or any other company) be receiving to administer the expanded ULEZ charge?
•           Who is funding the payments to CAPITA (or any other company) as above, and where is this funding coming from?

Prior to the launch of the Congestion Charging scheme in 2003, and following a competitive procurement exercise, Capita was selected to operate the Road User Charging services, on behalf of TfL. This included the launch of the Congestion Charge in 2003 and the LEZ in 2008. 

A further contract was awarded to Capita in 2016 and this included the introduction of the ULEZ which was launched in April 2019. That contract was extended in 2020 and runs until 2026. The contracts, including information of the value of the contracts, is published online, please note that these cover all of the Road User Charging services, not just ULEZ:
