The ULEZ was launched on 8 April 2019 and covered the same area as the Congestion Charging zone. Following a public consultation; on 25 October 2021 the scheme was expanded to cover the area up to, but not including, the North and South circular roads. In the first four weeks of operation of the expanded zone (25 October to 22 November 2021) TfL issued warning notices to non-compliant vehicles rather than PCNs.
Warning notices were issued to ensure the correct action is taken in the future and to allow for any genuine mistakes that may have occurred. A copy of the warning letter is attached.
Since 22 November 2021 any non-compliant vehicle observed being driven in the ULEZ, without payment of the daily charge, has been subject to a penalty charge notice (PCN).
