You asked

Under the Freedom of Information Act can you also provide the following: 1) The exact locations of all your Camera's used to enforce the London Congestion Charge, so that I can educate myself and attempt to fulfill my 'responsibility to establish if a charge is required'. 2) A report, broken down by year, on the total number of charges and the sum of those charges you acquired from drivers when they didn't trigger a charge.

Thank you for your request received by Transport for London (TfL) on 26 February 2019 asking for information about Congestion Charging.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.

  1. The exact locations of all your Camera's used to enforce the London Congestion Charge, so that I can educate myself and attempt to fulfill my 'responsibility to establish if a charge is required'.

     

     

    Please find attached the camera locations. As we are in the process of several camera moves and removals, the eastings and northings can not be guaranteed.

     

                     

     

  2. A report, broken down by year, on the total number of charges and the sum of those charges you acquired from drivers when they didn't trigger a charge.

The Congestion Charge operates using Automatic Number Plate Recognition technology. As a vehicle either enters, leaves or drives within the zone its registration is recorded along with a colour image of the vehicle. At the end of the next charging day, when the payment period has expired, the list of vehicles observed in the zone is compared against the vehicles for which a charge has been paid and those which are 100% discounted, exempt from the charge or registered on a Congestion Charging Auto Pay account. Where a match is found the image and record of the vehicle is deleted. If no match is found the details are retained for enforcement purposes.

Before we issue a penalty we contact the DVLA who provide us with the registered keeper’s details along with details of the make and model of the vehicle. Prior to issuing the penalty we manually verify that the image of the vehicle observed in the zone matches the vehicle information provided by the DVLA. Only when there is a match is a penalty issued.

As the records of all vehicles which have paid the Congestion Charge are deleted we do not keep a record of when a Congestion Charge payment has been made but the vehicle wasn’t driven in the zone during charging hours.
