In the latest Business Plan that was approved at the 13 December Board there is a statement on page 42, see below: “Our investment in cycling has led to the highest and safest levels of cycling on records.” Could you please release the data associated with the safety claim?

Thank you for your request received by Transport for London (TfL) on 14 December 2023 asking for information about a statement made in our draft Business Plan 2023.

Your request has been considered in accordance with the requirements of the Freedom of Information Act Regulations and our information access policy. I can confirm that we hold the information you require.

We use cycling risk to assess road danger for people cycling. This is based on the number of cycling casualties (fatal, serious and slight injuries inflicted while cycling) and the number of cycle journeys taking place on the network. The workings are available in the attached spreadsheet and PDF. Please expand the column widths to see the data where necessary. Please note the 2023 casualty data is still provisional and up to 31 July only. The latest available data suggest cycle risk is at its lowest level since 2000 (49 per cent reduction).
