Thank you for your request received by Transport for London (TfL) on 6 March 2023 asking for information about foreign registered vehicles and the Congestion Charge scheme, following a previous request made about this in 2018.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked for the following:
You published a response to FOI-1668-1819. Please provide the equivalent figures for calendar year 2022.
1. How many foreign-registered cars have been fined for not paying the London Congestion Charge between 1st August 2017 and the 31st July 2018? Please can this result be broken down into the individual nationality of where the vehicle was registered – e.g Russian, French etc.
2. Of all these cars (including nationality of the car), how many of the fines were paid and how many were not paid in the same time period (1st August 2017 – 31st July 2018) ?
3. How many foreign-registered HGVs have been fined for not paying the London Congestion Charge between 1st August 2017 and the 31st July 2018? Please can this result be broken down into the individual nationality of where the HGV was registered – e.g Russian, French etc.
4. Of all these HGVs (including nationality of the HGV), how many of the fines were paid and how many were not paid in the same time period (1st August 2017 – 31st July 2018) ?
As outlined in our previous response, foreign registered vehicles are subject to the Congestion Charge in the same way as vehicles registered in the UK. However, in instances when the charge isn’t paid, we use the European Parking Collections to issue and administer penalties on our behalf.
Please see the attached table for the requested Penalty Charge data, inclusive of cases that were passed to the EPC during 2022.
