How many vehicles / owners have been issued with a PCN (from TFL LEZ_ after having had to exit the M25 at Junction 27 (travelling on the M11 then the A406 North Circular Rd, then onto the A12 then onto the A127 to re-join the motorway at unction 29?) due to the motorway closure in the evening of the 11th October 2018 and the early morning of 12th October 2018. Also how many have appealed against the PCN. How many won the appeal based on the fact that there was a diversion along this route.

Thank you for your request received by Transport for London (TfL) on 12 February 2019 asking for information about PCNs issued by TfL on 11 and 12 October due to an M25 diversion.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Unfortunately we do not hold the information you have requested. This is because our Low Emission Zone (LEZ) ANPR cameras do not record information in such a way that the route a vehicle takes can be determined. In other words we have no way of knowing where a vehicle enters or exits the zone, only that they were spotted within the zone somewhere.
