Thank you for the email, I am grateful that my request has been considered. However the data supplied does not match the data that I requested. I was seeking to obtain the number of steps on staircases (e.g. 15 steps from the platform A to the exit of the station or to platform B) in all stations, both step-free and non step free. I would appreciate it if you could aid me in this request.

Thank you for your refined request received by Transport for London (TfL) on 26 February 2019 asking for data from our step counting project - the number of steps on staircases (e.g. 15 steps from the platform A to the exit of the station or to platform B) in all stations, both step-free and non step free.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

However, after reviewing a sample of our records we consider that providing the requested information would place an unreasonable burden on us and therefore engage section 14(1) of the FOI Act.

Our principal duty is to provide an effective transport service for London and we consider that answering this request would represent a disproportionate effort. It would be a significant distraction from our work managing the TfL network, requiring re-allocation of already limited resources and placing an unacceptable burden on a small number of personnel. We do wish to clarify that whilst we consider that your request falls under section 14(1) of the FOI Act, this does not reflect a conclusion that it has been your intention to deliberately place an undue burden on our resources.

The step free counting survey comprises data including the specific data which you requested, along with marked up station maps that show the step numbers alongside other detailed layout information such as non-public areas, CCTV camera locations and lift shafts.  To make use of the step data, the station maps need to be reviewed in conjunction with the data, however we consider the burden of retrieving the maps for every station and then reviewing and redacting the sensitive information from each map would be enormous and be a disproportionate to the benefit of providing it.

Therefore because of strain on staff time and resource in trying to provide the information being sought, we are refusing your request under s.14 of the FOI Act.

If you would like to re-submit a more focused, specific request then we will, of course, consider it.
