You asked

I am seeking further details in relation to the helpful answers you provided to FOI-2888-2223 about traffic signal timings in Crystal Palace. 1) In your answer to question #2 of the above FOI, you referred to "Croydon LTNs increasing the flow on Church Road" as the reason for the signal timing changes in August 2020: a) Could you please provide details of any reasoning that was recorded as to how this conclusion was reached? b) Was this conclusion reached independently by TfL, or is there any record of communications with Croydon Council that factored into this conclusion? c) If the reasoning referenced any data or observations can you please include those in the response? 2) In your answer to question #3 of the above FOI, you referred to proposed changes to the Church Road / Westow Street junction: a) Are you able to provide any further details of these proposed changes? For example does it involve physical layout changes (and if so, what) or simply timing changes? b) Are there any estimates of the expected impact of these changes upon traffic congestion in each of the available directions/routes at that junction?

Thank you for your further request which we received on 5 March 2023, asking for information about the traffic signal timings in Crystal Palace.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

The increased flow on Church Street caused by the Croydon LTN was derived by comparing current bus journey times to pre-LTN bus journey times, which did show an increase. It was therefore concluded that buses were delayed as a result of increased congestion and flow on Church Street. The bus data used for this assessment was taken directly from the bus as it travels on the street, and it is then compared to the bus timetable (please find the data attached). The impact of the LTNs was regularly discussed with the London Borough of Croydon as well as with the surrounding boroughs.

Regarding the proposed changes to the Church Road / Westow Street junction, there will be no physical changes made, but the signal timings which will be implemented will potentially provide up to an additional 15 seconds green time per cycle, which will be dynamically assigned to whichever approach requires assistance at that time.
