Please can you email me at this address with the minutes of meetings, along with any additional informal discussions, TfL has had with the Royal Borough of Kingston regarding the A3 road junction with Fullers Way North, Hook Road and Cranbourne Avenue?
In particular can you send minutes/correspondence relating to the possible adoption of ANPR cameras using a permit scheme for the ‘Tolworth Triangle’ area and any Cleaner Air Programmes planned for the Tolworth Road area? I understand Ed Davey, Alison Holt and Ian Manders were in attendance at a meeting with TfL in December 2022.

Thank you for your request which we received on 3 March 2023, asking for copies of meeting minutes and informal discussions that TfL has had with the Royal Borough of Kingston, regarding ANPR cameras at the A3 junction with Fullers Way North, Hook Road and Cranbourne Avenue.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
