ULEZ exemptions for Pre Euro 3 motorcycles and scooters

We are aware that TfL are issuing individual exemptions to Pre Euro3 motorcycles and scooters that meet the ULEZ emissions standard for NO2 emissions (0.15ug/km).
Please could you confirm the number of individual exemptions for pre Euro3 powered two wheelers to the forthcoming ULEZ charge that have been granted to date?
Given that currently every individual owner must provide evidence of their own personal machine's eligibility for exemption, we are attempting to build a database of all pre Euro3 motorcycles and scooters, by make model and year of manufacture, that have been proven to meet ULEZ emission standards.
Please could you provide a list of the make, model and year of manufacture for every PTW granted individual exemption?
Or alternatively:
Please could you provide copies of all Certificates of Conformity (for PTW's) received by TfL to support individual applications for exemption from the ULEZ charge?

Thank you for your email of 25th February 2019 asking for information about ULEZ exemptions for motorcycles and scooters.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.
I can confirm that we hold the information requested. However, to provide the information would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
Under section 12 of the FOI Act we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, and then locating, retrieving or extracting it from other information, would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.
When we update a vehicle record to make it compliant with ULEZ we do not record the make and model of the vehicle being updated. We do however record the vehicle registration. Since 1st January 2019 we have updated 1800 vehicle records. To identify the make and model of the vehicles, and obtain any accompanying Certificate of Conformity, we would need to access each individual enquiry which led us to update the record. Accessing and verifying an enquiry would take an estimated 4 minutes. Therefore checking 1800 records would take approximately 7200 minutes, which equates to 120 hours – well in excess of the 18-hour threshold to which £450 equates.
To help bring the cost of responding to your request within the £450 limit you may wish to consider narrowing its scope, bearing in mind the advice above.
