You asked

Dear Transport for London, Please could you send me a list of roads or other highways that TfL have the responsibility to clean, instead of boroughs or the City of London? By cleaning, this could be by manual or mechanical sweeping or by Litter-picking. Please could you provide this information as a csv file containing longitude and latitudes of these locations? Please could you also indicate if this responsibility is just for the carriageway or also for the footway and associated landscaping? If that is not possible then a list organised by borough would be fine.

Thank you for your request received by Transport for London (TfL) on 6 December 2023 asking for information about street cleaning.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

TfL is the Highway Authority for the red routes, which make up the Transport for London Road Network:
https://tfl.gov.uk/modes/driving/red-routes/red-route-maps

However, TfL is not responsible for cleaning roads – that would fall under the Environmental Protection Act (EPA) duties of the borough whether it’s maintained by TfL or not. If there is a spillage on the actual carriageway we would deal with this, but general litter picking and cleaning is the responsibility of the borough on all roads. .
