Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold the information you require.

It is not possible to convert the PPM concentrations measured on a MOT test into a g/km figure that would be measured over the type-approval drive cycle. Furthermore, hydrocarbons (HC) are not used to assess compliance with ULEZ. That is NOx.

The certificate of conformity gives NOx in the form of an HC+NOx combined figure. That was the way type approval worked at Euro 2. From Euro 3 onwards, the figures are separated out.
It is most unlikely that the NOx emissions of a Euro 2 would be compliant with the Euro 4 petrol limit of 0.08g/km NOx even if they were tested separately. In the absence of this data we would judge the vehicle to be non-compliant based on the age and Euro approval level.
