If not, how has it changed? Have the terms of reference remained the same as answered previously on 6th December? If not, how have they changed? What plans are there to change the remit and terms of reference in future? Have there been any changes to the timetable for the Project Detroit implementation plan? If so, what are they? Is it still true that no other bodies apart from TfL and the sub-contractors named are working on the project or are there more and, if so, who are they? How many FTE staff have been employed on the project in the past year? What is the budget for Project Detroit and how much of that budget has been spent to date? What progress has been made in terms of significant milestones (e.g. prototypes built) in the past year? Finally, please provide copies of all internal correspondence sent to the Mayor over the past two years in which Project Detroit is mentioned. (You should be able to do this quickly by searching his email inbox with the words “Project Detroit” in inverted commas.)

Thank you for your request received on 12 December 2023 asking for information about Project Detroit.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIRs) and our information access policy. I can confirm that we hold some of the information you require. You asked for:

Now that a year has passed since you last answered, please can you update the responses to the original questions, as follows:
 
•         Has the remit remained the same as answered previously on 6th December? If not, how has it changed?
 
Yes, the remit of Detroit remains the same as previously answered.
 
•         Have the terms of reference remained the same as answered previously on 6th December? If not, how have they changed?
 
Yes, the terms of reference of Detroit remain the same as previously answered.
 
•         What plans are there to change the remit and terms of reference in future?
 
There are no plans to change the remit or terms of reference in future.
 
•         Have there been any changes to the timetable for the Project Detroit implementation plan? If so, what are they?
 
There have been no changes to the timetable for Project Detroit, with the new system required to go live before the current contract expires in 2026.
 
•         Is it still true that no other bodies apart from TfL and the sub-contractors named are working on the project or are there more and, if so, who are they?
 
As per our previous response, we are continuing to work through Crown Commercial Services (CCS) to acquire development services. We are using the following CCS frameworks: RM6106, RM6263, RM6193 and RM6195. As of December 2023 we have awarded to NTT Data, LA International, Methods Business, Digital Technology Ltd, IDPP Consulting Limited, Smart Sourcing Ltd, Consultancy+ and Synergize Consulting. 
 
•         How many FTE staff have been employed on the project in the past year?
 
As of December 2023 there are 157 staff time sheeting fully to Project Detroit (an average of 30 hours or more per week). Across TfL there are also some staff who spend a smaller proportion of their time supporting the project in addition to other schemes and/or responsibilities.
 
•         What is the budget for Project Detroit and how much of that budget has been spent to date?
 
As of December 2023 the development of the new technology platform has an estimated final cost of between £130m to £150m, the spend to date is £21.0m.
 
•         What progress has been made in terms of significant milestones (e.g. prototypes built) in the past year?
 
In June 2023 Phase 1 of the System Build was completed. This included testing and sprint demo of key journey maps including paying for driving in London (as per existing schemes only), signing up for Autopay, creation of a RUC account, applying/managing vehicle based discounts, and journey detection. In December 2023 Release 2a was completed and passed Business Acceptance Testing. 
 
•         Finally, please provide copies of all internal correspondence sent to the Mayor over the past two years in which Project Detroit is mentioned. (You should be able to do this quickly by searching his email inbox with the words “Project Detroit” in inverted commas.)
 
I can confirm that we do not hold any correspondence sent to the Mayor during the requested period in which Project Detroit is referred to.
