Transportation in Rail Mega Projects

You asked

Please may I have the data for vehicle movements for my dissertation. I am hoping data can be retrieved from the 'Crossrail vehicle management planning system' I realise there is a lot of data with regard to this, if you have the ability to randomly select across the data set this would reduce the amount of data that would need to be sent. The aim of the dissertation is to identify where the flow of material in and out of the project can be managed with vehicle movements to fill empty back loads with excavated material on bulk material deliveries. Reducing the overall number of vehicles required and the mileage of vehicles. Triangulation is the directing of vehicles around the project to fill empty vehicle movements. A delivery at one construction site could be combined with a pick up of excavated material from another site, triangulating the journey of that truck to release the need for another truck. Storage at strategic location can open time windows to extend the opportunity to triangulate movements of vehicles. This is a theoretical model that will also consider practical implications as part of the analysis, such as project management timings. 1. 120 data sets required, randomly selected for 1 week (120 weeks total) of vehicle movements across each of the construction sites along the rail line i.e. ins and outs of vehicles across all station construction sites. For one week,120 times over the time zones in 3. 2. 10 data sets required, randomly selected for 1 year (10 years total) of vehicle movements across each of the construction sites along the rail line i.e. ins and outs of vehicles across all station construction sites. For one year, 10 times, over the time zones in 3. 3. Please may the data sets be randomly selected from the following periods; tunnelling 2012 to 2015, station construction and civil works 2013 to 2018 and network rail works 2013 to 2018. 4. Please can the truck data include the origin of the truck's journey into the site i.e. quarry location, yard location the destination of the truck out of the site i.e. excavated material hub or land fill, including dates and times. 5. Please can I have the type of load the truck brought in i.e. stone and the material taken away i.e. excavated material - clay 6. Please may I have the total tonnage and types of bulk material directly recycled onsite / elsewhere on project and moved by road travel. The dates of movements. 7. Please may I have the total tonnage and types of bulk material brought into the the project for construction i.e. stone the dates of movements of material imported to the project. 8. Please may I have the total tonnage of bulk material exported and the dates of movements. I am aware of the open source data, but, I require more detail, particularly origin and destination of trucks to work out the triangulation modelling. Also I require the dates of the flow of bulk material into the project and the flow of the bulk material out of the project to work out storage of materials and how that could increase triangulation opportunities to reduce vehicle numbers / mileage.

Thank you for your email received by us on 21 February 2019 asking for information in relation to your dissertation about 'Vehicle Triangulation for Bulk Material Transportation in Rail Mega Projects’.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.

Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by us. Although your request can take the form of a question, rather than a request for specific documents, we do not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.

However, whilst we are unable to process your request in its current form due to the aforementioned reasons, the Crossrail team would still like to assist where we can in the spirit of our Learning Legacy programme. In these circumstances, we would also be grateful to have a contact number for this purpose.

Please note that we will not be taking further action until we receive your revised request.

In the meantime, if you have any queries or would like to discuss your request, please do not hesitate to contact me.
