You asked

How many fines have been handed out per month since the introduction of the phase 2 DVS regulations that came into force from 28th October 2024. In total how many permits have been granted? How many have been granted since 28th October 2024? What is the process that the DVSA will be following in terms of spot checking vehicles around London and ensuring that the latest PSS systems fall in line with the TfL DVS regulations?

Thank you for your request received by Transport for London (TfL) on 7 January 2025 asking for information about DVS and PSS.

 

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

 

How many fines have been handed out per month since the introduction of the phase 2 DVS regulations that came into force from 28th October 2024.

 

From 28 October 2024 the minimum star rating for complying with the requirements of the DVS HGV Safety Permit scheme increased from one to three. Any subject vehicle (HGV over 12 tonnes GVW) rated between zero and two stars is required to fit the new Progressive Safe System (PSS) to be eligible for a DVS Safety Permit. 

 

From 28 October 2024, we issued Warning Notices rather than Penalty Charge Notices (PCNs) for a period of 28 days.

 

Please see the table below which details the number of PCNs issued per month since 28 October 2024 and is correct as of 12 January 2025.

In total how many permits have been granted?

 

Safety Permit applications for vehicles fitted with the PSS was opened on 24 June 2024.

 

Since 24 June 2024 until 12 January 2025, 78824 PSS permits have been granted.

 

How many have been granted since 28th October 2024?

 

Since 28 October 2024 until 12 January 2025, 27,238 PSS permits have been granted.

 

What is the process that the DVSA will be following in terms of spot checking vehicles around London and ensuring that the latest PSS systems fall in line with the TfL DVS regulations?

 

The cameras used to enforce the ULEZ/LEZ schemes are also used to provide enforcement for DVS. Through the validation of DVS detection, vehicles identified as subject to DVS who do not hold a valid safety permit or scheme exception are issued PCNs. 

 

Another element of verifying HGV’s compliance with the DVS system, is by conducting on-street inspections of subject vehicles requiring that the driver demonstrate the vehicle’s compliance with the requirements of the Progressive Safe System. It is TfL Operations Officers who conduct on-street checks of DVS progressive safe system equipment rather than the DVSA. 

 

Our Officers are trained to understand the requirements specified in the DVS technical specifications and will ask drivers to explain how a system works, and to show it working. Any vehicle found not meeting these requirements may have their Safety Permit(s) revoked.
