You asked

Sutton Council and TFL have been having talks and meetings regarding the dangerous right turn from Lumley Road on to the Sutton Bypass. There have been 2 very serious accidents at this junction since a site meeting of Sutton Council and TFL last November (2018) but TFL are stalling about stopping right turns and hide behind anonymity on who it is making the decisions. My FOA request is a copy of all and any meeting notes and any other communication regarding the junction of Lumley Road and the Sutton Bypass, also known as St Dunstan Hill, over the period of the last 18 months

Thank you for your request received by Transport for London (TfL) on 23 February 2019 asking for information about Lumley Road and Sutton Bypass Junction.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

However, after reviewing a sample of our records we consider that providing the requested information would place an unreasonable burden on us and therefore engage section 14(1) of the FOI Act.

Our principal duty is to provide an effective transport service for London and we consider that answering this request would represent a disproportionate effort. It would be a significant distraction from our work managing the TfL network, requiring re-allocation of already limited resources and placing an unacceptable burden on a small number of personnel. We do wish to clarify that whilst we consider that your request falls under section 14(1) of the FOI Act, this does not reflect a conclusion that it has been your intention to deliberately place an undue burden on our resources.

You have asked for a copy of all and any meeting notes and any other communication about the junction of Lumley Road and the Sutton Bypass over the last 18 months. A preliminary search has resulted in over 500 pages of emails which are captured by your request, not including meeting minutes.  We consider the burden of reviewing each email and redacting the sensitive information would be enormous and be disproportionate to the benefit of providing it.

Therefore because of strain on staff time and resource in trying to provide the information being sought, we are refusing your request under s.14 of the FOI Act.

If you would like to re-submit a more focused, specific request for example for minutes of a specific meeting (s) then we will, of course, consider it.
