I would be grateful if you could provide the following information:
(1) Number of permanent full-time employees employed by TfL as a whole over the period 2013-2018 by race, nationality, ethnic origin and national origin. (Total and breakdown for each year by race, nationality, ethnic origin and national origin)
(2) Number of permanent full-time employees employed by TfL who left TfL (regardless of the reason) by race, nationality, ethnic origin and national origin over the period 2013-2018. (Total and breakdown for each year by race, nationality, ethnic origin and national origin)
(3) Number of permanent full-time employees employed by TfL whose full-time, permanent employment contracts were terminated by TfL (incl. reason for termination) by race, nationality, ethnic origin and national origin over the period 2013-2018. (Total and breakdown for each year by race, nationality, ethnic origin and national origin)
(4) Number of permanent full-time employees employed by the TfL (Taxi & PHV) Licensing Division over the period 2013-2018 by race, nationality, ethnic origin and national origin. (Total and breakdown for each year by race, nationality, ethnic origin and national origin)

Thank you for your request of 20th February 2019 asking for information about staff employed / that have left the employment of TfL, broken down by ethnicity and by the Taxi and Private Hire Vehicle Licensing Team.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. This is provided in the tables below.
You should note the following:
- TfL does not collect/record separately the “race, nationality, ethnic origin and national origin” of staff as asked for in your request. Rather, we only record the race/ethnicity of staff, as shown in the tables below;
- It is not possible to run headcount data accurately over a time range, so the headcount data is a snapshot at the end of the fiscal period closest to the end of the calendar year (dated between the 3rd and 9th January depending on the exact data in question). This snapshot has been used as the headcount for the entire fiscal year. The data only includes permanent and fixed-term contract employees;
- Leavers reporting is for the yearly range, it is not a snapshot;
- The Taxi & Private Hire division has undergone changes over the years, and we are unable to identify/distinguish between a “Licensing Division” and a “Licensing Applications Teams”. Therefore this aspect of the data relates to the Licensing area over this timeframe. This means Questions 4 – 9 have been combined into 3 answers instead of 6;
- Under section 40(2) of the FOI Act (the exemption relating to “personal data”) some of the data has been removed where it relates to 10 or fewer people. This has been done where the subset of people to which it relates is also relatively small, meaning that staff could be identified along with the manner of their departure, which would be unfair on those staff members and hence a breach of the Data Protection Act (DPA), and specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful (using a fictitious example to illustrate the point: if the data showed that only 3 people had left the team in a given year, and two of those had retired and one had been dismissed, then it is highly probable that any members of that team who saw such data would be able to identify the person who had been dismissed). Where such data has been removed it is shown as “<10”.
