I wonder, please, whether you can point me to any TfL online policy documents which would explain the principles that TfL applies when making decisions about reducing speed limits and introducing new pedestrian crossings? Thank you for your request received by Transport for London (TfL) on 24 February 2023 asking for information about policies around reducing speed limits and introducing new pedestrian crossings.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. Below is the methodology determined for the Lowering Speed Limits programme The methodology for identifying sites took into account a risk-based approach to identifying where to deliver lower speed limits on the inner ring road and the TLRN in town centres and other high risk locations across London. This included:
 
  1. KSI risk per km walked / cycled / travelled
  2. Exposure level of road users 
  3. Likely scope for collision reduction
 
The output was then reviewed by TfL to ensure that the minimum lengths of road for a speed limit reduction met Department for Transport (DfT) requirements and as far as possible, consistent speed limits were applied across corridors.

Other locations may also be suitable for a lower speed limit in conjunction with other road safety measures.
