I would like to know if there were any Showman's Vehicle discounts guidelines produced between 2007 and 2017

Thank you for your request received by Transport for London (TfL) on 13 February 2019 asking for information about any guidelines produced for those individuals assessing the Showman's Vehicle discounts in 2007 and 2017.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.
Unfortunately we do not hold the specific information you have requested.
Previously Showman exemption applications were handled directly by a specialist team within TfL and therefore no guidance was required.
The document we previously provided was created very recently as part of a TfL review into our processing of Showman’s 100% Discount applications for the LEZ as part of a re-structure. It was undertaken to enable our service provider Capita to make the decisions for such applications.
Prior to this we relied upon training documents not guidelines due to the fact this was undertaken by TfL staff, the unique nature of the applications and vehicles involved. Please find attached a set of the anonymised training documents we used. These were last updated in October 2011 for the next stage of the LEZ. There have been no updates since then and we hold no earlier versions, however the information is consistent with our approach prior to this date as this was the subject of a judicial review application in 2009 and clarification of our ‘rules’. This document is broader and details some of the aspects of the scheme. Please note that this document is currently going through a further review/update to take account of the changes in our approach and to bring it up to date with the impacts of the ULEZ.
Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
