Thank you for your request received by Transport for London (TfL) on 23rd February 2023 asking for information about engagement between the London Cycling Campaign and TfL.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 
 
Specifically you asked:
 
Between 2019 and 2023 to present, broken down by year, please declare:
 
- all money in donations or other payments accepted by TfL from the London Cycling Campaign.
 
- all money paid by TfL to the London Cycling Campaign, with an explanation for each spend.
 
- a list of all meetings held between the London Cycling Campaign and TfL, the date of each meeting, a brief description of the attendees, a brief description of the purpose of each meeting plus the minutes for each meeting.”
 
I can confirm that we hold the information you require.
 
In answer to your first question, we are not aware of any donations or payments received by TfL from the London Cycling Campaign.
 
In answer to your second question, in 2020 the London Cycling Campaign applied for a Walking and Cycling Grant to deliver a three-year cycling community project called ‘Hackney Ark – My Bike and Me’, an intense cycle course aimed at children with neuro-disability.  TfL has allocated £7,180 to the London Cycling Campaign over the three years of this project, broken down by year as follows: £4,390 in 2020/21; £790 in 2021/22, and; £2000 in 2022/23
 
In answer to your third question, I am afraid it is not possible to source the requested information within the costs limit for responding to FOI cases, as set out under section 12 of the Freedom of Information Act. Under section 12, TfL is not required to provide information if it would cost more than £450 to determine if the requested information is held, and to then locate, retrieve or extract that information from elsewhere. This is calculated at a rate of £25 per hour, equivalent to 18 hours work. The exemption applies in this instance because there is no single source for the requested information, and no quick or efficient way of determining exactly what is held or locating it. As an example, the Walking and Cycling Commissioner (Will Norman) alone has 93 diary references to the London Cycling Campaign since 2017. To go through all of these references to determine which were since 2019, which relate specifically to meetings, and to find the attendees, a description of the meeting along with any minutes would in itself be an excessive task. Of course, there may have been other meetings with other TfL personnel in the same period which are not as obvious to pinpoint and which would add to the burden further.
 
In order to bring your request within the costs limit you may wish to narrow its scope to focus on the information that is of most importance to you. For example, you may wish to limit the timeframe, and refer to specific individuals rather than TfL as an entire entity. The narrower the scope of the request the more likely it is we will be able to respond positively
