Details of Gary Fuller's peer review of ULEZ reports

Dear FOI Team,
Dr Gary Fuller was paid public money to peer review (at least) three reports by TfL regarding LEZ/ULEZ. These are:
* CENTRAL LONDON ULTRA LOW EMISSION ZONE –TEN MONTH REPORT (April 2020)
* EXPANDED ULTRA LOW EMISSION ZONE – SIX MONTH REPORT INCLUDING LOW EMISSION ZONE – ONE YEAR REPORT (July 2022)
* INNER LONDON ULTRA LOW EMISSION ZONE – ONE YEAR REPORT
(For example in the 2023 report, it is states "Dr Gary Fuller of Imperial College London...provided peer review support and comments on this methodology").
For each report, I would like to see the comments and corrections that he made during the peer review process, and to see the changes made to each report as a result of his feedback.
As these reports have been so key in justifying the controversial 2023 ULEZ expansion to Outer London, and as Dr Fuller was paid public money to carry out this work, it is in the public interest to release this information.

Thank you for your request received on 4 December 2023 asking for information about the Ultra Low Emission Zone (ULEZ) report reviews carried out by Dr Gary Fuller.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. We do hold the information you require.
