Some time ago, tfl began using diesel shunts to move trains at the west ruislip depot. This activity is happening on the non-electrified line that backs on to the houses at Cranston close, and others around the aylsham drive area
Residents have been informed by letter (MWH/West Ruislip S7 29 January
2019) that data gathered shows emissions in the area at the time are below the workplace exposure limits as defined by the health and safety executive. Having seen first hand the plumes of smoke that fill gardens and public areas during these exercises I do not believe this can possibly be the case.
I would like to request copies of this data, including exact locations, dates and times that measurement took place.

Thank you for your email received by Transport for London (TfL) on 18 February 2019, asking about emissions data at Ruislip.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we do hold the information you require. You asked:

Since December 2016 we have been upgrading London Underground (LU) S-stock-trains in Derby and transporting them by rail between Derby and Ruislip depot.
To enable the trains to be moved on Network Rail tracks it is essential to use Diesel Locomotives to provide power and braking. These locomotives are also required to ensure the S Stock Train can safely be moved on to the LU infrastructure. The project is over 80 per-cent complete and aim to complete by June 2019.
We have actively monitored the emissions levels of the diesel locomotives for over a year and measured against Workplace Exposure Limits as defined by the Health and Safety Executive.
Please find attached our monitoring analysis which contain the emissions data you asked for.
Please note that in accordance with TfL’s obligations under the Data Protection legislation some personal data has been removed, as required by Regulation 13 of the Environmental Information Regulations. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of the legislation, which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 which would make the processing ‘fair’.
If this is not the information you are looking for, or if you are unable to access it for some reason, please do not hesitate to contact me.
Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.
Yours sincerely
