1) A copy of the 'signed-off' (ie. approved version) of the TfL ULEZ Expansion Business Case,
2) The relevant minutes of whichever senior-level meeting in TfL (or the GLA if it was not signed-off solely in TfL) that finally reviewed the Business Case and gave the financial authority for the Capital and Opex spend, as described in the Business Case
3) The date of the completion of the Business Case and the date on which it was signed-off/fiancially-authorised at the meeting referenced in 2) above.

Thank you for your refined request received on 23 February 2023 asking for information about the Ultra-low Emission Zone (ULEZ) Business Case.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. You asked for:
1. A copy of the 'signed-off' (ie. approved version) of the TfL ULEZ Expansion Business Case, 2. The relevant minutes of whichever senior-level meeting in TfL (or the GLA if it was not signed-off solely in TfL) that finally reviewed the Business Case and gave the financial authority for the Capital and Opex spend, as described in the Business Case 3. The date of the completion of the Business Case and the date on which it was signed-off/fiancially-authorised at the meeting referenced in 2) above. There is no approved TfL Business Case, nor did the Mayor take such a document into account when he made his decision to expand the ULEZ. The implementation costs of ULEZ expansion are being financed by the Greater London Authority's Treasury Management function and the factors and documents considered by the Mayor when making his decision can be found on the GLA website:
