Thank you for your email of 14th February 2019 asking for information about the forms used when TfL takes delivery of new vehicles.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. Specifically you asked:

“Can you share the recorded document forms that ( in word or pdf or any other format you have) TFL uses for the following :-

  2. When TFL gets delivery of a new underground train, what check list forms does tfl fill out before accepting the train?

     

     

  3. After a reapir or inspection of an underground train, what check list form is filled up to say train is ok to return back in use?

     

     

  4. Copy of risk assessment template form TFL uses before a new train driver start?”

Your questions are answered in turn below:

  1. There is no standard form used when taking delivery of a new car. We complete a “vehicle checklist” which is issued by the supplier of the vehicle. This acknowledges the vehicle as being in serviceable condition at time of delivery. The original is returned to the supplier and a duplicate retained by ourselves for record and audit purposes.

     

     

  2. The acceptance of a new train is governed by its Safety Certificate and Safety Authorisation, which states “All rolling stock that is new or reintroduced to the LU network, or modifications to existing stock, is formally approved before it can be operated in accordance with S1538, Assurance”. I attach an example certificate for the acceptance of a train. This certificate will be different for each new train type.

     

     

  3. A work order (blank example attached) will have been raised for the repair or inspection and given to the person carrying out the work. The work order will be filled in as ‘completed’ when the work has been carried out and then marked as closed on the Maintenance Management System. To determine a train is ready to return back in use the Duty Depot Manager, who is licensed in accordance with S-RS-0002, Competence requirements for fleet safety critical tasks will check all relevant work orders are closed

     

     

  4. It is not entirely clear what “risk assessment template” you are referring to in respect of new train drivers starting. If this refers to the medical assessment that is carried out then I can send you a copy of the health questionnaire that we use for safety critical employees including train drivers. If it refers to something else please clarify.
