Thank you for your request received on 21 February 2023 asking for information about the advertising for the expanded Ultra-low Emission Zone (ULEZ).
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.
Please find attached a list of the advertising that TfL has run covering the following time periods since:

We do not hold the sound files for the radio advertisements so have included copies of the scripts along with PDFs of the other adverts that appeared in the time periods. Please note that none of the advertising can be reproduced without the prior permission of Transport for London as it is all subject to copyright. The advertising budget for the multi-channel campaign to raise awareness of the ULEZ expansion into outer London boroughs is £9m. It targets Londoners and home counties drivers to raise awareness and to explain who is affected, where the expanded zone will operate and how the scheme operates including hours of operations, daily charge and how to pay. The campaign aims to encourage vehicle checking to help drivers prepare ahead of when the scheme expands from 29 August 2023. The advertisements have been produced by VCCP. They are TfL’s advertising agency of record but were not specifically engaged to develop the ULEZ campaign. Wavemaker are TfL’s media agency of record for planning and buying of media. Both VCCP and Wavemaker were appointed following a competitive procurement process.
