Thank you for your request received on 28 November 2023 asking for information about Low Emission Zone (LEZ) and Ultra Low Emission Zone (ULEZ) payments.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we hold some of the information you require. You asked for:
 
For the calendar year 2023 (financial year January 2023-March 2023 and April 2023 to the most recent date) can you please provide the following in an Excel spreadsheet or similar:
 
1.         The number of Low Emission Zone (LEZ) and Ultra Low Emission Zone (ULEZ) payments made, broken down by vehicle type and by scheme (i.e. LEZ, ULEZ)
We do not record vehicle type when a LEZ or ULEZ daily charge is paid and therefore do not hold this information. The ULEZ is payable at £12.50 for all vehicles. The LEZ charge is payable at different rates for different types of vehicles as detailed below:
•           £300 daily charge for HGVs, lorries, vans and specialist heavy vehicles over 3.5 tonnes gross vehicle weight and buses / minibuses and coaches over 5 tonnes that do not meet Euro IV emission standards for particulate matter (PM)
•           £100 daily charge for vehicles that meet Euro IV-V emission standards for PM (these vehicles do not need to pay a separate ULEZ charge)
•           £100 daily charge (and ULEZ daily charge if applicable) for vans or specialist diesel vehicle over 1.205 tonnes unladen weight and up to and including 3.5 tonnes gross vehicle weight and minibus up to 5 tonnes gross vehicle weight that do not meet Euro 3 emission standards for PM.

Any net revenue received from the ULEZ and LEZ is reinvested back into improving London’s public transport network, such as expanding bus routes in outer London.

We do not record a vehicle type when issuing PCNs and therefore do not hold the information for PCNs issued by vehicle type for failing to pay the ULEZ/LEZ charges.

4.         Income from Penalty Charge Notice fines paid for failing to pay ULEZ/LEZ charges, broken down by scheme
 
The LEZ PCN amount varies depending on which element of the scheme the vehicle is subject to.
 
LEZ PCN amounts are as follows:

•           For vehicles over 1.205 tonnes unladen up to and including 3.5 tonnes gross vehicle weight and 5 tonnes or less gross vehicle weight the PCN is issued at £500, reduced to £250 if paid within 14 days.
•           Vehicles meeting Euro IV standard (PM) but not meeting Euro VI standard (NOx and PM), more than 3.5 tonnes gross vehicle weight and more than 5 tonnes gross vehicle weight, the PCN is issued at £1000, reduced to £500 if paid within 14 days.
•           Vehicles not meeting Euro IV standard (PM), more than 3.5 tonnes gross vehicle weight and more than 5 tonnes gross vehicle weight, the PCN is issued at £2000, reduced to £1000 if paid within 14 days.
 
ULEZ PCN amounts are as follows:
 
•           From 30 January 2023, ULEZ PCN amounts increased from £160 to £180 (reduced to £90 if paid within 14 days). CC increased to £270 and an OfR is £279.

•           The number of warnings issued, short of issuing a Penalty Charge Notice, for failing to pay ULEZ/LEZ charges, if applicable, broken down by scheme
 
The ULEZ was expanded on 29 August 2023 across London boroughs. Following the launch of the expansion, between 29 August and 25 September 2023, warning notices were issued to owners of non-compliant vehicles who had not paid the ULEZ charge after driving in the zone. Warning notices were issued to ensure the correct action is taken in the future and to allow for any genuine mistakes that may have occurred.
 
We issued 92,174 warning notices for the ULEZ in 2023. No warning notices were issued for LEZ in 2023 as there were no changes to the zone during this period.
