Thank you for your request received by Transport for London (TfL) on 12 February 2019 asking for information about PCN's at the junction of Euston Road and Judd Street.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.

Under Regulation 5(2) of the Freedom of Information (Appropriate Limit and Fees) Regulations 2004, we are permitted to aggregate requests where they relate to any extent to the same or similar information and this aggregation applies to any requests that are received within a sixty working day period, including requests from any one individual or individuals considered to be acting in concert.

In this instance as we have received two requests for information (FOI-3068-1819 and FOI-3069-1819) within a sixty working day period which are substantially similar to a previous request received on 7 January 2019 that was subsequently refused under section 12 of the Freedom of Information Act (FOI-2627-1819). Additionally both new requests have provided the same residential address for correspondence.  

Therefore under Regulation 5(2) we have aggregated FOI-3068-1819 and FOI-3069-1819 and engaged s12 of the Freedom of Information Act to refuse both requests. Please refer to the response provided to FOI-2627-1819 for more information as to why the cost limit has been exceeded (enclosed).

Before submitting future requests you should consider which information is of the highest priority to make best use of the processing time within the Act described above. Requests that are to any extent similar that we have identified as being made in concert will be considered together for the purposes of calculating the cost limit. Therefore, we recommend submitting single, complete requests for information across the full timeframe rather than splitting the information you require amongst different requests and time periods as this will not circumvent the cost limit.
