In accordance to the FOIA 2016, I am writing for a formal request of information about the toilet facilities inside the LUL network, managed by TFL. In particular I am asking for information to the following questions: 1. How much did the TFL receive from government’s organizations, such as the Mayor of London and subsidiary boroughs councils, for the cleaning expenses of the underground stations, during the financial year 2017/2018? This should include all the funds that TFL receive from all the authorities. Please provide the information on this question in details, in an appropriate spreadsheet format (xlsx or equivalent, not PDF, if possible). 2. What it was the TFL budget for the cleaning of stations and related toilets, during the financial year 2017/2018? This should include the cleaning staff, ordinary and extraordinary expenses, and the costs of toiletries such as toilet paper, rubbish bins, chemicals ect, electricity and water costs, ect. What is the current budget? Please provide the information on this question in details, in an appropriate spreadsheet format (xlsx or equivalent, not PDF, if possible). 3. How many toilets are in the LUL network, managed by TFL? 4. How many of those toilets have a free access to the public, and how many of them have instead the entrance secured by a fee machine? 5. Thank you for your email received by Transport for London (TfL) on 11 February 2019.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we hold some of the information you require. You asked:

1. How much did the TFL receive from government’s organizations, such as the Mayor of London and  subsidiary boroughs councils, for the cleaning expenses of the underground stations, during the financial year 2017/2018? This should include all the funds that TFL receive from all the authorities. Please provide the information on this question in details, in an appropriate spreadsheet format (xlsx or equivalent, not PDF, if possible).

2. What it was the TFL budget for the cleaning of stations and related toilets, during the financial year 2017/2018? The cleaning contract for the LU network is a fixed price contract and we are not able to break down costs for cleaning station toilets from other maintenance activities carried out. The day to day cleaning resources are allocated within the contract per site, and in all cases the public toilets are a very small percentage of the contract. Similarly, for periodic planned cleaning, the programmed work includes other areas of the station.

Utilities costs for water and electricity are also not separately metered and the consumables used in public toilets are part of totals used at each site that also include staff toilets and mess room facilities. The cleaning contractor is not required to evidence materials usage, as these fall within the overall performance specification and fixed price for the service.

To calculate the level of detail you require would involve a detailed site by site review of the contractor’s task sheets to assess the equivalent resource level that is being used and then for this data to be extracted and costed at contract labour rates.

Unfortunately, to provide this information would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

The map at this link (http://content.tfl.gov.uk/toilets-map.pdf) shows the locations of toilets, whether they are managed by TfL and if a fee is charged.

5. How much did the TFL earn from these toilets fee machines, in the last financial year 2017/2018?

The revenue collected from toilets in the last financial year 2017-18 is broken down by period in the attached spreadsheet. We do not hold a more detailed breakdown.
