You asked

Comments: Is like to know the percentage of no. 16 buses which keep to their timetable, and the average speed from edgeware road to Victoria? The information is to review the effectiveness of the current road layout and bus frequency and every day the buses are blocked from proceeding down edgeware road due to parked cars and Van's in the red route bus lane, with no enforcement to stop this activity. Thank you for your request received by Transport for London (TfL) on 9 January 2020 asking for information about bus route 16.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

Route 16 runs between Cricklewood Bus Garage and Victoria Station. Buses run along Edgware Road between Cricklewood Bus Garage and Marble Arch and then continue over Park Lane and Grosvenor Place to Victoria Station.  The attached documents show route 16 running times as in Period 09 for year 2019/20 (between the dates of 09/11/2019-06/12/2019).

The data is presented for each direction of travel, and is split into individual days which are summarised by day types at the end. The running time analysis was only done on trips operated in full. Curtailed and partially lost trips were not included.  The analysis shows that in P09 2019/20 during day time buses needed 2-3 minutes more to run between Cricklewood and Victoria than scheduled, in the opposite direction buses needed more running time during evening peaks, while ran 2-3 minutes faster than scheduled during morning peaks.

Please note that Route 16 is a high frequency route and buses are managed to run at equal-ish intervals, rather than strict follow scheduled times. In P09 2019/20 the average Scheduled Wait Time was 4.07 minutes, while the average Actual Wait Time was 5.19 minutes. This resulted in the average Excess Wait Time of 1.12 minutes.

Please be aware that P09 is the most difficult period of a year to operate buses and therefore often shows poor performance results typically caused by worsening weather conditions, often resulting in localised flooding events or icy conditions and increased traffic and crowds in the lead up to Christmas. Performance improves in the 2nd half of P10 once the school holidays have started.  

In comparison, over the recent 13 periods (P10 2018/19 to P09 2019/20) Route 16 achieved the average Excess Wait Time of 0.86 minutes, which exceeds the Minimum Performance Standard by 0.24 minutes.
