Thank you for your further request received by Transport for London (TfL) on 22nd November 2023 asking for information about Private Hire licences.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically, you asked the following, further to case reference FOI-2704-2324:

I can confirm that we hold some of the information you require.
In answer to question 1, the table below shows the data requested for PHV renewal applications refused, rejected and withdrawn for the period 1 November 2022 to date. I am afraid that we are not able to determine which of these relate to licences with 6 points endorsed on their DVLA licence without individually reviewing each case. This is not possible within the section 12 costs limit for responding to FOI cases, for the same reasons as set out previously.

In response to your second question, our earlier reply mistakenly informed you that TfL does hold the requested information. This is, in fact, not the case. I apologise for that error. While TfL does collect some data on the ethnicity of drivers, this is provided by licensees and applicants voluntarily and is done so on an anonymised basis. We cannot link the data provided to an individual’s licensing record, and we do not, therefore, hold the requested information for this question.
