I am looking for any detailed reasoning behind why the PCN value for failing to pay the London ULEZ is set at £160 (or £80 if payment is made within 28 days of the PCN issuance). Could I please request the reasoning behind this decision if it is a matter of record, along with any assessment, evaluation or research that led to this figure being chosen. Thank you for your request received by Transport for London (TfL) on 28 March 2022 asking for information about the ULEZ PCN fine value.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked for detailed reasoning behind why the PCN value for failing to pay the London ULEZ is set at £160 (or £80 if payment is made within 28 days of the PCN issuance). Could I please request the reasoning behind this decision if it is a matter of record, along with any assessment, evaluation or research that led to this figure being chosen.

The level of the fine for non payment of the ULEZ charge was set in order to be consistent with the Congestion Charge which is a similar scheme that operates in the same way.
