We answered

TfL Ref: FOI-3011-1819

Thank you again for your emails.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.

Unfortunately we do not hold the information you have requested. I can confirm that Q grades are one of a number of grades of operational employees. The ‘Q’ simply references the pay range for the grade and the hours and shifts worked. Aside from that there are no collective agreements or other arrangements that are Q grade specific. For example, in relation to redeployment, the same arrangements apply to Q grades as to all other operational employees.

Please see the attached information sheet for details of your right to appeal.

Thank you for your reply. I am afraid that the statement that all staff follow the same policies and procedures isn’t strictly speaking accurate. Whilst the core policies are indeed universal, there are many and varied different arrangements – just look to ex tubelines and Metronet staff for examples. Some grades get overtime payments whilst others do not. There is a very long list of these types of differences.

There are, I understand, specific arrangements around Q graded staff in relation to redeployment and other such areas. However, there appears to be a collective amnesia in relation to this within London Underground HR, and no desire to enlighten themselves or anybody else. It is clear to me that the very existence of Q graded staff must have specific arrangements, otherwise there would be no point in having the grade at all.

As to timescales for minutes, this is not something I can comment on. I think the first port of call would be to establish what the Q grade arrangements are (possibly defined at the time the grade was created) and minutes of meetings would then be likely to be around that time and onwards.
