Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. You asked:

The service between Stratford and Richmond/Clapham has been so appalling this winter that you seem to have invoked a policy of non stopping trains presumably to maintain your timetable targets.

I am requesting documents relating to the decision to authorise non stopping trains without customer consultation and the justification for doing so.

Non-stopping trains is one of the tools that controllers and signallers use to tackle disruption and is a standard practice across the whole industry. In the event of disruption it is essential that lateness is tackled in order to prevent the late-running from escalating and spreading to other services through interactions at junctions, stations and on shared track. Therefore, in order to protect the services across an area, interventions need to be made to late trains. We understand that non-stopping is inconvenient and a decision to do so is not taken lightly but is often the best option to prevent prolonged, widespread disruption, and the intervention is made at the controller/signaller’s discretion when they are tackling disruption. Unfortunately, we have been subject to more disruption than usual over the winter which is why more interventions have had to be made. There has been no change in policy regarding non-stopping on the North London Line (ie the service route between Stratford and Richmond/Clapham).
