You asked

In "Edgware Road/Harrow Road Safer Junction - Consultation Report", found here: https://haveyoursay.tfl.gov.uk/11846/widgets/34114/documents/16991 you stated (on the bottom of page 21, onto page 22) that TfL was considering investigating the possibility of east-west cycle lanes on Harrow Road / Marylebone Road. Please could you provide any key documents/emails/chats/etc. related to this? For example, emails between TfL and WCC/other stakeholders regarding this possibility, or results of feasibility studies/internal proposals etc. If this is too broad/difficult a FOI request, could you provide assistance in advising how I might reframe my request to find more information about this, or perhaps provide contacts in TfL/Westminster City Council who might know more about this.

Thank you for your request received by Transport for London (TfL) on 29 March 2022 asking for information about East-West cycle lanes on Harrow Road / Marylebone Road.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You specifically asked:

Please could you provide any key documents/emails/chats/etc. related to this? For example, emails between TfL and WCC/other stakeholders regarding this possibility, or results of feasibility studies/internal proposals etc.

Please find the attached email chain which is the only correspondence we were able to locate on this topic.

In accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’. This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.

Please note the commentary in the Consultation Report that you referenced, related to the eastbound Harrow Road slip becoming a right turn into southbound Edgware Road only, rather than the current right turn and straight ahead.  By removing the straight ahead option (except for buses), it would stop the rat running which some drivers do through the Edgware Road j/w Harrow Road, rather than just joining the A40 to undertake their eastbound journey. This would reduce the vehicle numbers passing through the Edgware Road j/w Harrow Road.
 
The red arrows on the image in the email chain show the movements which would remain permitted if the changes were made;  i.e. all straight ahead eastbound vehicle movements (except buses) would need to join the A40 just to the south of Paddington Green. It’s expected these changes would require signal infrastructure to allow a safe merge with the A40 and an extensive modelling would be required to determine feasibility of this as an option.
