Consider the situation where a London borough applies for LIP funding to build a new pedestrian crossing.
1. Will TfL staff normally scrutinize (and approve or reject) such a project? (How "granular" is your review? Do you look at individual proposed locations?)
2. If they will, is it correct that "approve or reject" decision will be based primarily on the record of collisions in a particular location? if not, can you please explain what factors will be considered?

TfL Ref: 2989-2223 Thank you for your request received by Transport for London (TfL) on 13 February 2023, asking for information about Local Implementation Plan (LIP) funding.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. We can advise that Transport for London ask boroughs to submit all their proposals to us on a template based on the LIP Guidance that we publish annually.
The Guidance sets out the process the boroughs should follow when identifying the schemes they want us to fund. In response, we scrutinise all proposals and locations. To secure funding, the schemes must align to the Healthy Streets approach and deliver active travel benefits. Safety is an important criteria, but other benefits such as walking, cycling, the environment and accessibility also play a part. This is all outlined in the Guidance document, attached.
