Thank you for your Freedom of Information request of 7th February 2019 asking for the gross salary of TfL’s Director of Surface Planning.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.

However, we are not obliged to supply the information you have requested as it is subject to a statutory exemption under Section 22 of the FOI Act: - “information intended for future publication”. Information regarding the remuneration of senior employees is published each year in our Annual Report and Accounts and therefore, in this instance, the exemption has been applied as the information you have requested is intended for publication at a future date.

This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure at this time. In considering the public interest we recognise the expectation of openness and transparency placed on public authorities by the FOI Act. However, in this case that expectation is met through the routine publication of the requested material. We believe the public interest favours the planned publication of the information in order that it is provided within the context of the wider details that will be published around senior staff pay, in fairness to the individual staff member concerned and in accordance with the pre-determined schedule.
