Dear FOI team,
I approached TfL for similar information last year in which I was told data would be ready by the end of the year, though the GLA has not published this as the response said they would. I have amended my FOI request and seek the following information:
How many vehicles were registered entering the T/C-charge zone and WERE liable to pay the T-Charge:
- between 23rd October and 27th October 2017 (inclusive)?
- between 30th October and 3rd November 2017 (inclusive)?
- For the months of November 2017?
- For the months of December 2017?
How many vehicles paid the T-Charge for entering the zone:
- between 23rd October and 27th October 2017 (inclusive)?
- between 30th October and 3rd November 2017 (inclusive)?
- For the months of November 2017?
- For the months of December 2017?
How many penalty charge notices were issued for non-payment of the T-Charge:
- between 23rd October and 27th October 2017 (inclusive)?
- between 30th October and 3rd November 2017 (inclusive)?
- For the months of November 2017?
- For the months of December 2017?
What date was the TfL online vehicle checker put live so that people could find out if their vehicles are compliant with T-charge emission standards?
How many checks have been carried out via the TfL online vehicle checker since the launch date?

Thank you for your email received by us on 18 January 2018 asking for information about the Congestion Charge Zone and the T-Charge.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold the information you require. You asked:
How many vehicles were registered entering the T/C-charge zone and WERE liable to pay the T-Charge between:
• 23rd October and 27th October 2017 (inclusive)?
On average each day, there were 97,146 vehicles detected in the Congestion Charge Zone during Charging Hours, of which, 2,173 did not meet the emission standards for the T-Charge and were liable to pay the T-Charge
• 30th October and 3rd November 2017 (inclusive)?
On average each day, there were 99,315 vehicles detected in the Congestion Charge Zone during Charging Hours of which, 2,123 did not meet the emission standards for the T-Charge and were liable to pay the T-Charge
• For the months of November 2017?
On average each day, there were 101,969 vehicles detected in the Congestion Charge Zone during Charging Hours of which, 2,100 did not meet the emission standards for the T-Charge and were liable to pay the T-Charge
• For the months of December 2017?
On average each day, there were 102,038 vehicles detected in the Congestion Charge Zone during Charging Hours of which, 2,146 did not meet the emission standards for the T-Charge and were liable to pay the T-Charge.
Please note that the T-Charge commenced during half term, when we see a reduction in overall vehicle volumes.
How many vehicles paid the T-Charge for entering the zone between:
• 23rd October and 27th October 2017 (inclusive)?
On average each day, there were 1,899 vehicles detected in the Congestion Charge Zone during Charging Hours which paid the T-Charge.
• 30th October and 3rd November 2017 (inclusive)?
On average each day, there were 1,855 vehicles detected in the Congestion Charge Zone during Charging Hours which paid the T-Charge.
• For the months of November 2017?
On average each day, there were 1,828 vehicles detected in the Congestion Charge Zone during Charging Hours which paid the T-Charge.
• For the months of December 2017?
On average each day, there were 1,856 vehicles detected in the Congestion Charge Zone during Charging Hours which paid the T-Charge.
How many penalty charge notices were issued for non-payment of the T-Charge between:
• 23rd October and 27th October 2017 (inclusive)?
On average each day, there were 274 Penalty Charges raised for vehicles detected in the Congestion Charge Zone during Charging Hours which did not meet the emission standards for T-Charge. Note that Penalty Charges are raised for non payment of the Congestion Charge (which includes a £10 T-Charge surcharge if the vehicle does not meet the T-Charge emissions standards).
• 30th October and 3rd November 2017 (inclusive)?
On average each day, there were 267 Penalty Charges raised for vehicles detected in the Congestion Charge Zone during Charging Hours which were did not meet the emission standards for T-Charge. Note that Penalty Charges are raised for non payment of the Congestion Charge (which includes a £10 T-Charge surcharge if the vehicle does not meet the T-Charge emissions standards).
• For the months of November 2017?
On average each day, there were 272 Penalty Charges raised for vehicles detected in the Congestion Charge Zone during Charging Hours which were did not meet the emission standards for the T-Charge. Note that Penalty Charges are raised for non payment of the Congestion Charge (which includes a £10 T-Charge surcharge if the vehicle does not meet the T-Charge emissions standards).
• For the months of December 2017?
On average each day, there were 290 Penalty Charges raised for vehicles detected in the Congestion Charge Zone during Charging Hours which were did not meet the emission standards for the T-Charge. Note that Penalty Charges are raised for non payment of the Congestion Charge (which includes a £10 T-Charge surcharge if the vehicle does not meet the T-Charge emissions standards).
What date was the TfL online vehicle checker put live so that people could find out if their vehicles are compliant with T-charge emission standards?
The online VRM checker went live on 24 April 2017.
How many checks have been carried out via the TfL online vehicle checker since the launch date?
By 31 January 2018 there have been 560,839 visits to the T-Charge Vehicle Registration Mark compliance checker page.
