Thank you for your email received by us on 6 February 2019 asking for information about track works on London Underground’s Victoria line.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. You asked for:

Please provide the specification and extent of the works described in the summary, understood to be planned for 2019. Please also provide the associated acoustic assessment prepared to anticipate the likely change in the level of airborne and groundborne noise as a result of the works, in accordance with Guidance G1323A3 or its appropriate version.
I can advise that no acoustic assessments regarding the conversion of bullhead rail to flatbottom rail have been undertaken. The conversion of bullhead rail on our network is a safety critical piece of work, especially on the Victoria line.
The removal of bullhead rail has significant benefits in the safe and reliable operation of the railway and is central to our strategy of improving the service we give to our customers. As no changes are being made to the substructure, consisting of sleepers, track form and so on, acoustic assessments are not necessary.
However, we continue to monitor noise and vibration in affected properties and are committed to taking in property readings if there is a perceived increase in noise. Flatbottom conversion works on other sections of the Victoria line and we’ve observed no significant increase in rail noise where FBC has been carried out, indeed in some locations there has been a reduction in the noise recorded..
