Harrow –on the-Hill Lift Installation The original estimate was circa £13m See FOI below 16.11.2018 Our ref: FOI-1889-1819/GH Thank you for your request received by Transport for London (TfL) on 20 October 2018 asking for the cost of lift installation at Harrow-on-the Hill. The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes. We can however, advise you that the estimate for providing Step Free Access and associated works at Harrow-on-the-Hill is circa £13m. The works are due to be completed next year and includes heavy civil works for lift foundations adjacent to operational railway tracks and a series of bridges over the track to connect all platforms. This is the reply to a recent FOI request-FOI-2488-1819/EH Harrow-on-the-Hill lift installation. 'The quoted figure of £4.6m is limited to the structural elements of the work. The estimated total cost of the physical implementation of the entire project is £8.8m. The remaining amount includes for the design of the scheme, survey works, internal management costs, and an allowance for risk.' The breakdown of the remaining costs are as follows: Design of the scheme £1.0m Survey works £0.3m Internal management costs £1.3m Risk Allowance £1.6m This adds up to £8.8 not circa £13 million as quoted in the FOI reply from November 2018.Please can you supply an accurate costing of the lift installation at Harrow-on-the Hill as there is a discrepancy in the figures supplied via three FOI requests. Thank you for your request received by Transport for London (TfL) on 6 February 2019 asking for clarification on the cost of the Harrow–on the-Hill Lift Installation.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require. I am sorry that the information given to you previously was unclear and confused the matter. I hope I can now clarify the estimated costs:

£8.8m is the total cost of constructing the project and can be broken down as follows:

Structural elements (piling, bridges etc)

£4.6m

Other elements (lifts, electrical, comms and everything else)

£4.2m

TOTAL

£8.8m

There isn’t a discrepancy in our previous responses, but we have confused matters by quoting the £4.6m figure early on.  We should have been quoting £8.8m figure which is the total construction works estimate.
