Thank you for your request received by Transport for London (TfL) on 23rd March 2022 asking for information about Crossrail platform edge screens.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:
“Can you please provide a copy of work specifications, with initial contract cost and final contract cost, for the contract that covers the Crossrail Platform Edge Screens.”
I can confirm that we hold the information you require. However, I am afraid that it is not possible to source the requested information to respond to your questions within the cost limit for answering FOI cases, as set out under section 12 of the Freedom of Information Act. Under section 12, TfL is not obliged to provide information if it would cost more than £450 to determine if the information is held, and to then locate, retrieve or extract that information from elsewhere. This is calculated at a rate of £25 per hour, equivalent to 18 hours work.
In this case the cost limit applies because the information has not been collated before and there is no quick or efficient way of doing so. Note that there is no single contract for the provision of platform edge screens on Crossrail. Rather, different elements of the screens (which include the doors, lighting, ventilation/smoke extract, customer information/PA, CCTV, advertising screens and cable management) were provided across different contracts, and the design, supply, delivery, installation and testing for each of the 8 stations that have the screens was done independently for each station. To identify and extract the individual scope/cost elements relating solely to the platform edge screens from each of these contracts would take an estimated 56 hours.
In order to bring your request within the costs limit you may wish to narrow its scope. For example, I understand that if the request related to the platform edge doors alone (rather than the full platform edge screens) then this may be possile to answer wtihin the £450 limit.
