Thank you for your email received by us on 3 February 2019 asking for information about London Underground trains.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked for the following:

I can advise that the London Underground Victoria, Metropolitan, District, Hammersmith & City, Piccadilly, Jubilee and Northern rolling stocks have passenger information displays on-board.
Passenger information displays will be fitted to the Bakerloo line rolling stock by the end of 2021. The Central line rolling stock will have dot matrices installed as part of a large upgrade which will be installed across the 85 trains from 2020 to 2023. The Waterloo and City line rolling stock will remain without a passenger information display until new trains are delivered, the date for which is yet to be confirmed.
We are not obliged to provide information relating to closed circuit TV as it is subject to statutory exemptions to the right of access to information, under Section 38(1) of the Act – Health and Safety.
In light of the current threat levels in the UK being classed as severe by MI5, the public interest in protecting individuals and infrastructure is high and our upmost priority. A security review was undertaken regarding the disclosure of information which could create a higher risk to driver, staff and public safety.
Whilst we make no suggestion that you would use this information for anything other than your own interest or from that of a local authority perspective, disclosure of this information to you has to be regarded as a disclosure to ‘the public at large’. This information could potentially be obtained and utilised by individuals who may wish to use this information to cause disruption.
The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, but in this instance the public interest in applying the exemption, in order to minimise risks to operational resilience, and the welfare of staff and the public outweighs the public interest in disclosure. Apart from individual and private interests there is no wider public interest in the disclosure of this information.
