Thank you for your requests received on 9 February 2023 asking for information about private hire vehicles (PHVs) penalty charge notices (PCNs).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked:

Transport for London (TfL) has taken a number of steps to ensure the legitimate use of taxi-only Rapid Charging Points (RCPs) is enforced. This includes increased Operational Officer presence and regular communication with licensees reminding them that the taxi-dedicated RCPs are for Zero Emission Capable (ZEC) taxis only, and that anyone found using the bay illegally could be subject to a PCN and potential licensing action where a TfL licensed taxi or private hire vehicle is restricting access to this infrastructure.
 
Our records show that from January 2022 to date, we have issued 10 warnings, 124 advisories, and six PCNs to private hire vehicle owners. In addition, we have also issued 36 PCNs to non-TfL licensed vehicles.

Please note that where an electric charging bay designated for taxis is on the TfL Road Network (red routes), which constitute five per cent of London's roads, a PCN can be issued by TfL. The London Boroughs are responsible for issuing PCNs on roads which they manage.
