Thank you for your request received on 3 January 2020 asking for information about nominee and Freedom Passes.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:
 
1.    Please confirm how many TfL nominee travel passes are currently in circulation as at 3 January 2020.
 
There are currently 18,909 active nominee passes in circulation.
 
2.    Please confirm how many TfL Freedom Passes are currently in circulation as at 3 January 2020.
 
We do not hold this information. The Freedom Pass scheme is owned and administered by London Councils. Please contact them directly for this information:

3.    Please confirm how many cases of fraud of any nature relating to nominee passes there have been in the last 12 months.
 
For the whole of 2019, there were 69 revenue reports relating to Nominee Passes. These cases were sent for further investigation, and cases where the card was found to be misused after being reported as lost or stolen were prosecuted for fare evasion. There were no prosecutions for fraud.
 
4.    Please confirm how many cases of fraud of any nature relating to Freedom Passes there have been in the last 12 months.
 
In total there were 210 reports relating to London Councils Freedom Pass withdrawals for 2019.
 
This is further broken down as follows:
 
Elderly Freedom Pass withdrawals = 82
Disabled Freedom Pass withdrawals = 128
Total Freedom Pass withdrawals = 210
