Revised request from FOI-2603-1819: 1) Please provide all performance ratings assigned to Bechtel (eg. Excellent, Good, Acceptable, Unacceptable, and Poor) by or on behalf of Crossrail for each key performance indicator within its Crossrail contract, and the date each rating was assigned. 2) Please provide all emails between Crossrail staff and Bill Tucker of Bechtel concerning the progress of the project from Bechtel Crossrail I am happy to limit my request to the last four years from today.

Thank you for your revised request received on 1 February 2019 asking for information about Bechtel.
 
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and TfL’s information access policy. I can confirm we do hold the information you require.
 
To provide the information you have requested would still exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
 
As previously advised, under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.
 
We have done an initial search for Bill Tucker’s emails which has resulted in over 4,500 emails since 2015. Whilst these emails are likely to include duplicates or chains of emails we would need to manually review each of these results in order to locate, collate and extract any that are relevant to your request. This is in addition to the time it would take to answer the first part of your request.
 
To help bring the cost of responding to your request within the £450 limit, you may wish to consider further narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. We have published a significant volume of information, including correspondence, relating to the Crossrail project which may be of interest to you. If there is a particular area of interest regarding the Crossrail project, you may find it more beneficial to focus your request on specific questions rather than generalised correspondence requests. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by Transport for London. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for.
 
Although your request can take the form of a question, rather than a request for specific documents, TfL does not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.
