I would like to know the number of London residents who reside in the Congestion Charging Zone that have been issued PCNs for not purchasing a congestion charge for a vehicle travelling in the zone. In addition to the number, I would also like to know the amount of penalties paid by London residents who reside in the Congestion Charging Zone since it was initiated.

Thank you for your email received by us on 2 February 2019 asking for information about the Congestion Charging zone and Penalty Charge Notices (PCNs).
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked for:
the number of London residents who reside in the Congestion Charging Zone that have been issued PCNs for not purchasing a congestion charge for a vehicle travelling in the zone.
The following table provides the number of PCNs issued to vehicles registered at all postcodes within the Congestion Charge zone for non-payment of the daily charge for the last calendar year. These figures are inclusive of both residential and business postcodes.

Please see the table below for the number of PCNs paid which were issued to vehicles registered at all postcodes within the Congestion Charge zone for non-payment of the daily charge from 1 July 2016 to 31 January 2019. The figures include both residential and business postcodes. Please note that the amount received is in respect of PCNs settled; outstanding amounts are not included in this total. We do not hold information prior to 1 July 2016 due to a change in service provider.
