1) What was the total cost of the current/newer London Underground statioms uniform? What was the price per article/type of uniform please. 2) What was the total cost and price per unit of the older (but still widely used) V12 shoes? 3) What was the total cost and price per unit of the newer Magnum shoes? 4) What was the total cost and price per unit for the new red reversible tabards?

Thank you for your request received by Transport for London (TfL) on 31 January 2019 asking for information about London Underground staff uniform costs.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm we do hold the information you require.  

However, in accordance with the FOI Act, we are not obliged to supply the information you have requested as it is subject to a statutory exemption to the right of access to information under section 43(2). In this instance the section 43(2) exemption has been applied as disclosure of the information you have requested is likely to prejudice our commercial interests and the commercial interests of our current suppliers.

The current uniform contract is a Zero Value Framework contract and items of uniform are ordered as and when they are required.  Disclosure of the price TfL currently pays could hinder our suppliers ability to competitively tender for contracts in the future as well as hinder TfL’s ability to negotiate the best value for money in the future. The current uniform contract expires in February 2020 and therefore disclosure of this information would also be likely to ensure that TfL do not receive the best possible bids in relation to the upcoming tender exercise. In addition, disclosure is likely to hinder the ability of the current supplier to competitively tender for this and similar contracts in future as their pricing information would be placed into the public domain.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
