Dear Sirs,
I am writing to request further details on the cost estimates whcih TfL identifies as over £10bn. The following two documents have been checked but are at macro level only:
1. TfL Planning: Technical note, Heathrow third runway: Surface access analysis
January 2018 and
2. Heathrow Expansion NPS: Factsheet COST & FINANCING
Could you please provide:
a. the estimates of additional costs by scheme for all surface expansion estimates identified by TfL at time of submission to the NPS
b. any summary subsequent revision
c. data would be appreciated in tables including ranges where provided

Thank you for your Freedom of Information request of 30th January 2019 asking for an estimate of the costs by scheme for the surface access works associated with the expansion of Heathrow airport.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require, which can be accessed via the following link: http://content.tfl.gov.uk/nps-04-surface-access.pdf (see page 11).
In accordance with section 21 of the FOI Act we are not obliged to provide you with the information you have requested as it is accessible to you elsewhere. Please note that no further work has been undertaken to refine these costs, and the responsibility for doing any further work rests with the scheme promoter, rather than Transport for London.
