Thank you for your request received on 1 February 2023 asking for information about Ultra-low Emission Zone (ULEZ) revenue.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked for:

For the expanded ULEZ, for the first full financial year of operation (2024/25), our forecasted operating surplus for the expanded zone is £200m. However, there is a broad range around this estimate (+/-50%). It is a statutory requirement that any net revenue generated by our road charging schemes (the ULEZ, LEZ or the Congestion Charge) is reinvested back into London’s transport network. Information on how any revenue generated will be spent across TfL is published in our Business Plan:
