Re: Noise pollution at Bush Hill Park Station. Further to my complaint about unacceptable levels of noise pollution at our property from your recent upgrade to your Public Address system on the Liverpool Street - Enfield line, I am requesting all reports, minutes, environmental assessment impact surveys, licences and planning permissions for the upgrade.

Thank you for your request received by Transport for London (TfL) on 11 January 2018 asking for:  unacceptable levels of noise pollution at our property from your recent upgrade to your Public Address system on the Liverpool Street - Enfield line, I am requesting all reports, minutes, environmental assessment impact surveys, licences and planning permissions for the upgrade.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we hold some of the information you require.

Please find attached the specification for the Teleque speaker which is being used at the station, plus information on the scope and what PA system has been installed at Bush Hill park which includes some desktop decibel readings on what the output would be.

An Environmental Impact Assessment (EIA) under The Town and Country Planning (Environmental Impact Assessment) Regulations 2017) is not required for these works, as they would not have exceeded the required thresholds.  The works were undertaken using permitted development powers, so planning permission (under the normal Town and Country planning regime) was not required. Please see letter to Enfield council which we believe was issued to them on 3rd of June 2015.

The PA system was designed to meet a Network Rail Standard (NR L2 TEL 30134) which sets out the ‘Design and Installation Requirements for Public Announcement, Voice Alarm and Long Line Public Announcement Systems’. The NR Standard includes information on maximum and minimum levels of the announcements, and the use of ambient noise sensors.  Section 8.1 also states that “when designing the acoustic coverage due consideration shall be given to environmental requirements and regulations for noise pollution”.
