Please may I have a copy of the document called “Transport for London’s Park and Ride Framework (2008)” or “Transport for London’s Park and Ride Assessment Framework 2008”. It’s referenced in numerous places online, but I cannot find a copy online.

Thank you for your request received on 20 March 2022 asking for a copy of the Park & Ride Framework.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

Please find the requested document attached. This document was published in 2004. There was no equivalent document published in 2008. It is no longer current policy, and it is not relevant to any decision being made in London today. It has been superseded by the Mayor’s Transport Strategy (2018) (https://www.london.gov.uk/what-we-do/transport/our-vision-transport/mayors-transport-strategy-2018?intcmp=46686), which is targeting 80% of all journeys in the Capital to be made by walking, cycling or using public transport and a reduction in journeys made by car. The more recent Bus Action Plan (2022) (https://content.tfl.gov.uk/bus-action-plan.pdf) supports the delivery of the Mayor’s Transport Strategy and considers innovative solutions to encourage journeys to be made by bus rather than car.

In accordance with our obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the UK General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
